Global TOD Implementation Resources & Tools
IBI Group was retained by the World Bank to develop a globally-structured learning resource that covers the entire strategic planning process and implementation pathway for Transit-Oriented Development (TOD). The resource toolkit was designed with an emphasis on financing mechanisms, regulations, and policy formulation aspects of TODs to enable effective realization of the envisioned plans.

IBI Group was retained by the World Bank (supported by Global Platform of Sustainable Cities and TOD CoP) to create the TOD Implementation Resources & Tools. The project was completed with an extensive multidisciplinary team of experts and industry leaders. Throughout the year-long project process between November 2017 and November 2018, our team:
- Completed an in-depth review of existing TOD resources
- Identified gaps in the existing knowledge base
- Developed a strategy to bridge the gaps
- Conceptualized and delivered a comprehensive toolkit of Knowledge Products for TOD implementation in low- and middle-income countries.
Along with the final TOD implementation Resources & Tools, IBI also designed a website to host the TOD information provided by the toolkits and to directly integrate within the Global Platform of Sustainable Cities (GPSC) website.
The TOD Implementation Toolkit focuses on sharing the best practices and case studies from low and middle income countries and provides a one-stop comprehensive resource for practitioners, city leaders, stakeholders, consultants, and academics to understand the entire process of TOD strategic planning, financing and implementation.
Integral to the completion of this 500+ page resource was the global collaboration and inter-disciplinary coordination across our offices in Toronto, Florida, Boston, Mexico City, Delhi and Mumbai. These teams worked hand-in-hand to design the comprehensive toolkit and to bring a wealth of experience from past projects and international projects to design a toolkit that is applicable to various contexts and scales.
